The United Nations Somalia Mine Action (UNSOMA) has been managed by the United Nations Mine Action Service (UNMAS) since 2009. In early 2010 UNSOMA, working collaboratively with Explosive Management Support to AMISOM (EMSA), approached Human Recognition Systems to deliver a turnkey solution that would capture and manage live and forensic biometric and DNA physiological characteristics of individuals to:
- Make payments, manage medical records and training competencies / certifications
- Identify criminals or suspects by collaborating with external cooperating agencies
In addition, Human Recognition Systems was asked to deliver services related to enrolment and training and consumables for Live DNA capture and forensic latent image lifting.
The largest portion of the challenge was how to deal with:
- Changing nature of missions
- Remote locations
- Limited access to power supplies
- Ensuring solution was easy to use
- Provision of pre-mission training and on-ground support
